Cost of Living & Home Service Prices: Austin vs Houston
Both metros use the same national project baselines — what changes is local labor. Below are the multipliers, wages, permit costs, and climate factors behind each market, plus what a handful of common projects actually quotes in each city.
Austin
TX- Labor multiplier
- 0.95×
- Median hourly wage
- $80/hr
- Permit cost
- $110–$380 (Austin Build + Connect online portal; typical 1-week turnaround)
- Climate note
- Uri-freeze (2021) legacy: pipe-insulation retrofits and heat-pump adoption surged; cedar pollen season (Dec–Feb) spikes HVAC filtration upgrades.
Houston
TX- Labor multiplier
- 0.92×
- Median hourly wage
- $77/hr
- Permit cost
- ~$100–$225 residential trade permit (Houston Permitting Center); many unincorporated areas need none
- Climate note
- Hurricane/Harvey-class flooding risk drives elevation, drainage, and water-heater-raising codes; clay soil movement cracks slabs and foundations year-round.

| Quartz Countertopper square foot | $114–$149 | $110–$144 |

Planning ranges, not quotes — final pricing depends on scope, materials, and site conditions.
What this means for your quote
Contractor labor in Austin runs at 0.95× the national baseline versus 0.92× in Houston.
That is roughly a 3% labor-cost gap, so the same scope of work quotes higher in Austin than in Houston.
Materials track national pricing far more closely than labor does, which is why two bids for an identical project can still land in different ranges even when the material list matches.
Practically: get the range for the metro the bid was written in, then check the line items against it — a number that looks high in Houston can be ordinary in Austin.
